WIOA System Transformation and 2020 Realignment

The Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.  While Iowa has been working to implement this legislation for several years, there are a number of key provisions that have not yet been achieved.  In order to ensure compliance and provide the citizens of Iowa with an innovative and strategic workforce delivery system designed to meet the needs of employers and job seekers, a system transformation, including realignment of the Local Workforce Development Areas (LWDAs) is underway in Iowa.

This system transformation will provide all stakeholders (State Workforce Development Board members, Chief Elected Officials, Local Workforce Development Board members, service providers, education and training providers, etc.) with the tools and information needed to develop robust, WIOA-compliant local areas to serve the workforce needs of Iowa.
